Sara Hays has been named the new Executive Director of the Texas State Office of Risk Management (SORM). She will officially start her role on November 17, 2025.
Hays brings with her a wealth of experience from her years in state government. She has worked as Chief of Staff for two state representatives and served as a Budget and Policy Advisor for Governor Gregg Abbott. Most recently, she was the Deputy Director of Operations for the Office of Injured Employee Counsel.
Gerald Ladner, Chairman of the SORM Board of Directors, praised Hays’ skills in legislative policy development. He emphasized that her expertise will be valuable in leading the agency and working alongside the board to protect Texas’ physical assets and financial resources, as well as support state employees—the state’s most important asset.
In her new position, Hays aims to make SORM a reliable partner for state agencies by focusing on risk analysis, claims management, and preventing losses. She plans to strengthen the office’s role in helping agencies manage risks effectively.
With her background and clear goals, Sara Hays is set to take SORM forward and help safeguard Texas’ resources and workforce.
