Missouri Attorney General Obtains $60K Restitution Judgment in Roofing Fraud Case

Missouri’s Attorney General has taken strong action against a Kansas City roofing company caught scamming local homeowners. On October 31, 2025, the Greene County Circuit Court approved a final judgment and permanent ban against Xcel Roofing of Kansas City, LLC, and its owner, James Patrick Harding. The court ordered them to pay $40,000 in restitution to nine Missouri residents who paid upfront for roofing work that was never done.

This case revealed a troubling pattern that stretched from 2018 to 2021. Harding, along with co-owner Matthew Priester, accepted large advance payments for roof repairs or replacements. Instead of completing the jobs or refunding the money, they left customers with nothing. Priester has already paid $20,000 earlier this year as part of the same case. Combined, these actions have returned over $60,000 to families in Missouri.

The court’s permanent injunction means Harding is now banned from advertising or offering roofing services anywhere in the state. Attorney General Catherine Hanaway emphasized the importance of trust when inviting contractors onto one’s property. She vowed to keep holding dishonest companies accountable and making sure victims get their money back.

Consumers can take some comfort knowing the state is actively cracking down on scams like this and protecting homeowners in Missouri from similar fraud in the future.
