EPA Reaches Settlement with St. Louis Companies Over Alleged Lead-Based Paint Violations

The U.S. Environmental Protection Agency (EPA) has reached a settlement with Orlando Askins and his companies, Askins Development Group LLC and Shaw Holding Group LLC, over violations of federal lead paint rules. Since 2015, these companies have been renovating several homes in urban St. Louis without following safety regulations meant to protect people from harmful lead dust.

The trouble came to light when Askins and his firms repeatedly denied EPA inspectors entry to work sites last year. The government then took legal action, asking a court to stop the ongoing renovations. Officials said the companies hadn’t gotten the required EPA certification, failed to assign certified renovators, and ignored lead-safe work practices. These missteps could have put residents at risk of lead exposure, which is especially dangerous for children.

As part of the settlement, Askins and his companies have agreed to pause all renovation projects until they prove they meet the lead safety rules. Moving forward, they must obtain EPA certification, hire certified renovators, and follow strict safety steps at every job. A designated compliance officer will oversee the work and coordinate with the EPA, notifying them before work begins.

The agreement also requires testing for lead dust after renovations. If any lead is found, the companies must do extra cleaning to make sure the area is safe. They also have to keep detailed records, allow EPA inspections, and regularly report their compliance to the agency.

This settlement highlights the importance of following lead safety rules during home renovations. Lead paint hazards can have serious health effects, and the EPA is taking steps to protect communities. For Orlando Askins and his companies, this means stepping up their efforts to work safely and responsibly in the future.
