Personnel Changes: TMK Appoints Beazley’s Silvestre as Head of Cyber Reinsurance Solutions; MGA Augmented Promotes Overall from Atrium as Head of Underwriting

Tokio Marine Kiln and Augmented UW have both announced key hires as they strengthen their teams to meet growing demands in the insurance market.

Cesar Silvestre has joined Tokio Marine Kiln (TMK) as the head of Cyber Reinsurance Solutions. Silvestre steps into his role immediately and will spearhead the launch of TMK’s new cyber reinsurance products. He brings over 12 years of insurance experience, having worked at Beazley as a specialty treaty underwriter focused on cyber, E&O, and D&O products across Europe, Latin America, and the Middle East. Before that, he held senior underwriting roles at Hiscox. His arrival comes shortly after TMK unveiled its enhanced cyber insurance product, TMK Cyber Ctrl, along with a new offering called TMK Enterprise Ctrl. These products are designed to provide better coverage and risk prevention services for clients around the world.

Laila Khudairi, TMK’s head of Cyber & Enterprise Risk, said Silvestre’s deep expertise and understanding of international markets make him the right person to lead the company’s cyber product growth as demand for such coverage continues to rise globally.

Meanwhile, Augmented UW Ltd., a managing general agent (MGA) that uses technology to serve the smart-follow insurance market, has named Luke Overall as its new head of underwriting. Overall brings more than 15 years of experience from both MGAs and insurance carriers. He most recently worked at Atrium Underwriters as a property binders underwriter and also has held senior roles at Beazley and CFC. His experience covers multiple lines, including property, terrorism, cyber, and liability, with a strong focus on binder portfolios and strategic partnerships.

At Augmented, Overall will lead the underwriting team and work closely with brokers and carriers to create data-driven insurance portfolios that align capacity with risk. He will also help develop digital tools that allow brokers to build their own smart-follow panels, which are automated insurance offerings designed to streamline client service.

Daniel Prince, Augmented’s CEO, said Overall’s blend of technical know-how and market insight will be key as the MGA expands into new lines and grows its digital infrastructure. Augmented launched in July 2025 and plans to focus initially on property and terrorism coverage before branching out in 2026.

Both TMK and Augmented are responding to evolving client needs with these new hires, aiming to offer smarter, more efficient insurance solutions in an increasingly digital and risk-aware world.
