New York to introduce real-time auto insurance verification system

Starting at the end of 2028, New York will bring in a new way to check if drivers have car insurance. The State Senate recently approved a bill that requires all insurance companies offering motor vehicle policies to join an online system for real-time verification. This means the Department of Motor Vehicles and law enforcement will be able to see instantly whether a vehicle is insured.

The bill, passed on November 12, 2025, was sponsored by Senator Jamaal T. Bailey and supported by several other senators. It changes how the state keeps track of insurance by having insurers provide electronic updates on policies, including when they start, end, or are canceled. This system will include key details like policy numbers and vehicle identification.

Importantly, the law includes strong rules to keep this information private and secure. Only authorized people can access the data, and sharing it improperly is considered a misdemeanor. The system will have protections to make sure the data stays safe and accurate.

The project is funded through fines from certain vehicle law violations, grants aimed at preventing motor vehicle theft and insurance fraud, and fees assessed to insurance companies based on their size. Before it becomes active statewide, there will be a testing period of at least a year. The system’s readiness will need official approval from state leaders before launch.

This new law focuses on how insurers report information and the technical set-up for the verification system. It does not change any insurance policy terms. By moving to this digital system, New York hopes to spot uninsured drivers more quickly and make compliance easier for everyone involved.

This change will impact insurance companies, regulators, and police, marking a shift toward a more modern approach in keeping roads safer.
